William "Bill" Scott Palmer, 77, of Country Lane, Mooers, N.Y., passed away surrounded by his wife and family at UVM Health Network CVPH on Wednesday, May 24, 2017, in Plattsburgh, N.Y. He was born in West Cornwall, Conn., April 11, 1940, to Edwin and Esther (Bailey) Palmer. On Oct. 12, 1970, he married the love of his life, Claudette Hebert in Sheffield, Mass.
